Grey County welcomes new Deputy Chief Administrative Officer

Niall Lobley

Grey County has announced that Niall Lobley will be appointed as the new Deputy Chief Administrative Officer (Deputy CAO) for the County, effective May 20, 2025.

Niall brings a wealth of experience in municipal leadership, operations, and community engagement. Most recently serving as CAO for the Township of Georgian Bluffs, he has demonstrated a deep commitment to strategic planning, effective team building, and delivering high-quality services to residents.

Niall’s extensive career includes leadership roles at the City of Kitchener and Conservation Halton, where he successfully led multi-disciplinary teams, implemented climate action and risk management strategies, and contributed to regional planning initiatives. His work has spanned both rural and urban settings, making him well equipped to support the diverse needs of Grey County’s communities.

"Grey County is excited to welcome Niall to the team,” said Chief Administrative Officer Kim Wingrove. “His collaborative approach and proven leadership will be invaluable as we continue to advance Council’s priorities and deliver responsive, effective services to our residents."

Niall holds a BSc in Environmental Science from the University of Birmingham and is currently pursuing certifications through AMCTO and the Project Management Institute. A resident of Grey County since 2022, he is familiar with the region and committed to supporting its continued growth and success.

Mr. Lobley’s assignment will follow the upcoming departure of Grey County CAO Kim Wingrove on May 2, 2025. Current Deputy CAO Randy Scherzer has been appointed the incoming CAO.
